As of the end of March 2026, there are 4.33 million Ukrainians under temporary protection in the European Union, which is a decrease of 68,980 individuals (or 1.6%) compared to February 2026. The highest numbers of Ukrainian refugees are currently in Germany, Poland, and the Czech Republic, according to Eurostat data.
### Decrease in Refugee Numbers
It has been noted that, compared to February 2026, the number of individuals under temporary protection has declined by 68,980, representing a 1.6% drop.
### Reasons for the Decrease
The reasons for this decrease vary by country. The most significant drop was observed in Italy, where the number of Ukrainians fell by 30,365 individuals, or 47.4%. Eurostat explains this trend as the result of many permits expiring, which needed to be renewed annually. There were also noticeable decreases in the Czech Republic, with a reduction of 19,810 people, and in Finland, where there was a decrease of 8,080 individuals.
### Increase in Refugee Numbers
Conversely, in 14 countries, the number of Ukrainians has increased, with the largest growth observed in:
- Germany – an increase of 7,480 individuals
- Spain – an increase of 2,665 individuals
- Romania – an increase of 2,125 individuals
Eurostat suggests that this may indicate both internal migration of Ukrainians within EU countries and a continued exit from Ukraine by certain categories of citizens.
### Where Are the Most Ukrainian Refugees in the EU?
Traditionally, the three countries that host the most Ukrainian refugees collectively provide shelter for over 2.6 million individuals. Germany remains the leading country, with 1,274,955 Ukrainians under temporary protection, accounting for nearly 29.4% of the total in the EU.
Poland is in second place, having taken in 961,405 people, which is 22.2% of all Ukrainians with temporary protection status. The third position is held by the Czech Republic, which currently houses 379,820 Ukrainians, equating to 8.8% of the total figure.
