None of the 11 amendments received the required number of votes, leading to the document not being sent for a repeated second reading and ultimately being rejected in its entirety. --- ### The Role of Bill No. 12360 According to the Committee's decision, this bill has been supplemented with essential customs mechanisms, including the accounting procedures for marketplaces, conditions for providing financial guarantees (equivalent to 100,000 euros), and rules for declaration. A transitional period is also included: during the first year of the system's operation, administrative liability for unintentional mistakes in VAT payment will not be enforced. The bill will facilitate the technical implementation of the new model by: - Introducing modern mechanisms for declaring international shipments; - Establishing data exchange between marketplaces, carriers, and customs; - Adapting customs procedures to the new tax regulations. --- ### Context and Deadlines The adoption of these bills serves as a structural benchmark of the Memorandum with the International Monetary Fund dated February 13, 2026.
